As Shamal Holding continues to grow, we’re in search of a Manager – Community Management (NAS Gardens). In this role you will mitigate the construction and associated logistic disruption risks from End User Contractors developing villa plots within Phase One and Infrastructure/villa development within Phase Two. You will control and manage all villas, buildings, grounds and infrastructure within NAS Gardens in order to ensure a seamless integration of the changing development and a safe vibrant living community experience.

 

NAS Gardens is a residential development and is an ongoing development zone for the next 10 years.

Responsibilities

  • Provide management and practical support to the Shamal Development Team in relation to NAS Gardens management, resources, development opportunities and controls, income streams, legislative requirements, obligations and environment and including:
    1. Monitoring Resident/Guest movement and identifying NAS Gardens needs, then meeting expectations with the appropriate standard.
    2. Construction logistics and coordinated integration with community living.
    3. Environmental issues and compliance with Dubai initiatives, legislation and standards.
    4. NAS Gardens development and business initiatives and activities and the provision of appropriate management processes and controls.
    5. Strategic and relationship management of NAS Gardens service provision.
    6. Service delivery standards and procedures TFM Services, Cleaning, Waste Management, Pest Control, Infrastructure, Landscape, etc.
    7. Relationships & requirements of external stakeholders – Police, Civil Defense, RTA, DHRE, DCM & RERA.
    8. Emergency preparedness and disaster management.
    9. HSE development and delivery regime.
    10. Development Logistics oversight, continuous review of NAS Gardens Master Community and Parking Rules and traffic and parking systems.
    11. Community Management relationships with stakeholders.
    12. Revenue generating opportunities.
    13. Budget Management.
  • Ensure 3rd Parties/contractors follow compliance with all regulatory agency requirements and Shamal Policies & Procedures as they relate to environmental health and site compliance. Provide development construction logistics support. Mitigate risk.
  • Facilitating and Issuing Observation and Violation reports to 3rd Parties. Escalating violations to DDA or via Mollak System and follow up with DDA to ensure necessary alignment with Shamal and NAS Gardens Community obligations.
  • Manage the “No Objection Certificate” application and approval process for NAS Gardens.
  • Daily meeting with DHRE AND 3rd Party Contractors to manage logistical matters associated with their respective construction activities.
  • Manage asset handovers, condition surveys and DLP processes and documentation. During handover witness testing and commissioning (non-technical) manage meter reading, receipt of documentation / drawings and training.
  • Manage deep cleaning arrangements of building post-handover.  Ensure asset lists compiling, PPM schedules and legislative requirements are actioned. Assist with snagging and follow reporting process of building and units. Assist with Defects Liability Period (DLP) procedure for registering building / unit defects and follow up. Ensure legislative requirements met and critically planned preventive maintenance (PPM) assumed.
  • Event Coordination with internal stakeholders regarding NAS Gardens calendar event and set ups, including liaison with 3rd party contractors and DHRE activities to ensure safety and success of the events.  
  • Manage NAS Gardens interrelationships and service outputs with stakeholders (internal and external), Government Authorities, 3rd Party Contractors/Sub-developers, service providers as appropriate and other organizations and individuals in connection with Shamal’s obligations and commitment to the success of NAS Gardens development and operations.
  • Routinely monitor the planning and delivery of services provided to NAS Gardens by TFM service delivery organizations and referenced to contractual and/or governance obligations and in view of reasonable strategic, operational, value add and ethical commitments against contractual, legal obligations. 
  • Represent the interests of Shamal and NAS Gardens in ensuring that routine service delivery and its assets are of a high quality, fit for purpose and represents value for money and ensure that Shamal’s reputation as a high-quality service provider is maintained and enhanced.
  • Encourage innovation, provide leadership and engage relevant stakeholders and support creative, considered and balanced asset and service improvements for NAS Gardens and continuously review and align service delivery.
  • Inform Shamal’s strategic goals and policies on changing NAS Gardens developments, needs and expectations, wider community norms and related standards to ensure that internal NAS Gardens systems remain relevant; and, as required and appropriate to the area of responsibility develop and champion policy development initiatives.
  • Provide advice, information and counsel to the Development Executive on complex NAS Gardens management issues and (including) position Shamal to engage stakeholders, including the Community, internal and external service providers and organizations and individuals, from an informed and sustainable position.
  • Manage concerns and complaints in regard to NAS Gardens development, assets and service delivery planning and/or outcomes on behalf of Shamal.
  • Work closely with other Government agencies, including Police, Civil Defense, RTA, and key stakeholders, initiating, developing and maintaining strong networks to facilitate their engagement in and support for development, asset, operational and service delivery projects and initiatives within NAS Gardens and of Shamal; and, to maintain confidence in and a level of “ownership” of existing development, assets and service delivery.
  • Build strong relationships and networks with internal stakeholders including Community and Building Management Committees to identify NAS Gardens aspirations, trends, innovation and projects and to maintain Community engagement and confidence; and provide considered advice, balance and appropriate support for concepts and projects that are viable, sustainable and in Shamal’s interest. 
  • Monitor, communicate and manage, directly and through support for service delivery organizations and mechanisms, outcomes of issues arising from (or detected during) the transition from the NAS Gardens construction phase to the operational and maintenance phase and with the view to delivering the best possible quality outcomes and mitigating ongoing management, service delivery, environmental and health and safety impacts.
  • Identify available resources, engage key stakeholders and lead and manage the delivery of essential services including Police, Civil Defense Facilities, Mosques, Parking, Utilities, and Emergency and Disaster management planning; and support and manage the development of other essential projects/services as they are identified and assessed and within NAS Gardens resources.
  • Identify critical and emerging NAS Gardens issues and provide accurate timely advice and recommendations.
  • Identify problem areas and recommend improvement plans to maximize the efficiency of SHAMAL assets and service delivery to NAS Gardens.
  • With the engagement of the Managing Agent and other key stakeholders, develop, support and monitor the implementation and management of Community Rules, Parking Structure Rules and traffic and parking policies and control procedures throughout NAS Gardens.
  • Ensure that the NAS Gardens is properly serviced with well-developed Community Service Provider resources, policies and operating procedures to address:
  1. Local emergency response and management
  2. Incident management
  3. EHS issues and incidents
  4. Traffic and Parking issues and associated incidents
  5. Cleaning & Waste Management
  6. Pest Control
  7. Infrastructure & Landscape Maintenance
  8. Handover and Service mobilization processes
  • Daily inspect the general condition, cleanliness of NAS Gardens, alignment with service delivery contracts, standards, needs and relevant Rules and recommend and/or initiate improvement or enforcement actions.
  • Support and advise the Development Team in the development and submission of budgets related to the management of NAS Gardens and within the area of responsibility; and, on routine performance against budget.
  • Support service provider organizations to operate within Dubai legislative, licensing and standards obligations and generally in view of international standards to deliver lawful and high-quality operations, assets and services.

Qualifications

  • Bachelor’s degree in engineering, facilities management, business management or related field preferred. Certification in Community management a plus.
  • 10+ years of progressively responsible work-related experience.
  • Project management - experience of delivering projects on budget/time.
  • Procurement, negotiation and management of external contracts.
  • Good knowledge of MEP, Construction and Infrastructure Hand-Over Logistics.
