As Shamal Holding continues to grow, we’re in search of a Director – Contracts. In this role you will provide contractual and commercial support to the Development department within Shamal. The ideal candidate will have a strong background in both pre and post-contract management across multiple project sectors within the UAE. The role requires strong negotiation skills, a broad knowledge of local regulations and the ability to manage contracts throughout the entire project lifecycle from inception to completion.

Responsibilities

  • Responsible for the management of all contractual activities within the Development team.
  • Assist with tender/request for proposal process from pre-qualification through to tender analysis and recommendation to Shamal Tender Committee.
  • Lead contract negotiations to ensure terms and conditions align with Shamal’s objectives and company policies, and coordinate internally with Shamal Legal, Governance & Compliance/Finance/Insurance teams to mitigate identified commercial risks.
  • Drafting of contractual documentation including various forms of construction contract (lump sum, measured price, two-stage), consultancy, settlement, novation, assignment agreements).
  • Prepare high-level commercial risk reports for non-negotiable contracts and clear commercial instructions for bespoke contracts.
  • Post-contract assessment of contractor/consultant invoices/payment applications/recommendations, and entitlement to variations / extension of time and cost claims.
  • Responsible for the management of post-contract administration of contracts and monitor contractor/consultant compliance with contractual terms & conditions and scope of services in collaboration with the relevant project teams.
  • Review and provide feedback on sale & purchase agreement governance documentation/master community declarations/building management statements.
  • Preparation of project correspondence and contractual notices, including for breach, suspension and termination.
  • Review and provide internal feedback on bank guarantees, taking-over certificates and defects liability certificates.
  • Ensure strict compliance with Development team delegation of authority, policies, procedures and templates, and identify potential improvements to maximise efficiency.
  • Manage consultant/contractor dispute resolution and settlement matters in close coordination with the Legal team.

Qualifications

  • Relevant Bachelor's degree in Quantity Surveying, engineering or similar.
  • RICS/MRICS accreditation is a plus.
  • A minimum of 12 years of relevant experience with at least 5 years in a managerial role within the UAE real estate Developer or construction sector.
  • Strong understanding of local laws, regulations and industry practice in the UAE.
  • Extensive experience in the FIDIC suite of contracts.
  • Excellent communication and negotiation skills with the ability to liaise effectively with internal teams, contractors, consultants and local authorities.
  • Strong analytical skills with the ability to assess risk, manage changes and proactively implement solutions.
  • High attention to detail with strong organizational skills and the ability to simultaneously manage multiple projects.
